It is not a dangerous memory resident parasitic virus. It hooks INT 1Ch, 21h, intercepts the execution of the files, and then searches for COM-files and writes itself to the file end. Depending on its internal counter, the system timer and current video mode the virus decrypts and displays the message:
Hallo! From Andrey!
